Now a Forth State Wants an ObamaCare Waiver: Delaware

"Delaware Insurance Commissioner Karen Weldin Stewart is asking the federal government to temporarily suspend a new rule requiring insurance companies to spend more premium dollars on health care, rather than administrative costs."

"Delaware's request, which is currently under review at HHS, is not unique.
